Meeting with reporters during the Clinton Global Initiative America conference in Chicago, several big-city mayors (missing: Rahm Emanuel) pledged to pursue new ways to finance infrastructure improvements -- projects that might once have been funded by the federal government. I asked them whether this is the "new normal."
